PADMA SHREE PROF. (Dr.) UPENDRA BAXI (Professor Emeritus, University of Warwick, former Vice-Chancellor University of Delhi, former Chairman of UGC)   

Professor Upendra Baxi, born at Rajkot, Saurashtra, graduated from Rajkot (Gujarat University), read law at the University of Bombay, and holds LLM degrees from that University and the University of California at Berkeley, which in 1973 also awarded him a Doctorate in Juristic Sciences. He began his law teaching career in the Department of Jurisprudence and International Law at Sydney Law School and served as Professor of Law, University of Delhi. He also served as the Vice-Chancellor of Delhi University as well as the Vice-Chancellor, University of South Gujarat, Surat, the Honorary Director (Research) of the Indian Law Institute and the President of the Indian Society of International Law. He was also a Professor of Law at the University of Warwick. He is an honorary professor of the National Law School of India University Bangalore and other NLU’s also. Professor Baxi has taught various courses in law and science, comparative constitutionalism, legal theory, and comparative social theory of human rights at the University of Sydney, Duke University, Washington College of Law, The American University; the Global Law Program at New York University Law School, and The University of Toronto. Baxi has been a member of the editorial committee of many leading Indian and international law journals. He was a former chairman of the University Grant Commission. He has many leading publications. For his contribution to legal and political affairs, he was awarded the third-highest civic Honour – a Padmashri—by the President of India in 2011. Professor Baxi was in 2016 the recipient of an award for his contributions to constitutional law by the Chief Justice of India and his companion Justices, the Supreme Court of India.

It would be commendable to share with you that ICDLIL 2020 Conference Secretariat is receiving overwhelming responses for participating in ICDLIL 2020 from around the world. Due to pandemic, the majority of the international conferences in or outside India, have already been canceled. It is required to publish and present papers in international conferences for research scholars pursuing a Ph.D. according to the rules of the University Grants Commission. In this situation, we are facing huge pressure from the research scholars to allow them to publish and present their research papers during the ICDLIL 2020 for fulfilling their basic requirement for completing their Ph.D. research process. In view of feasibility and to collate the issues faced for extending gratitude towards the academic community, the conference secretariat has decided to postpone the event for September 5-6, 2020. In the meantime, conference secretariat would get enough time to accommodate maximum participants for the presentation of the paper in the international conference as postponed for two days i.e. September 5-6, 2020.
