About 1st National Conference on the Constitutional Law

“The Constitution is the guide which I never will abandon.”

– George Washington

The Legal Conference is a bar of Intelligence. The Legal Philosophical Ideologies are innovated and cultured by the discussion of Intelligence. We cordially announce that “1st National Conference on the Constitutional Law, 2022 is being organized by Institute of Legal Education.  Dr. B.R. Ambedkar at the Constituent Assembly (November 1948) said that “I am glad that the draft Constitution has … adopted the individual as its unit”. Indian Constitution is the Lengthiest in the world even proclaimed. It has checks and balances between Basic Structure and the Modern Society demands. Mahendra P. Singh Commented that “Constitutions, as is famously said, are expected to endure into infinity. Anything, which is conceived to be infinite, must be constantly shaped up in order to keep pace with infinity. If we want our Constitution to survive forever it must remain in an ever – building process. That process is not automatic, it has to be engineered by us. Any laxity or wrong step on our part in this regard will falsify the proposition, at least in respect of our Constitution, that constitutions are made forever. Therefore, constantly strengthening the foundations of the Constitution we have to keep on building it upon them. “The Constitutional Conference is a Celebration event to commemorate 75 years of Indian Independence and the glorious history of its people, Rights and Freedom by Institute of Legal Education.

It also provides a premier interdisciplinary platform for researchers, practitioners and educators etc. to present and discuss the most recent innovations, trends, and concerns as well as practical challenges encountered and solutions adopted in the fields of “Current Police Laws: Contemporary Issues & Challenges”.

The Indian Police was established in 1861 under the Police Act, 1861 (Act V of 1861) to reorganize the police force and to make it an efficient instrument for the prevention and detection of crime. However, the organization was seen as the strong arm of the colonial state for a long time. It has undergone a huge change in terms of constitutional and legislative mandate, organizational structure, role and responsibility in the post-independence period. The rule of law is the basic feature of Indian Constitution and the bedrock of democracy. We need a strong law enforcement agency for the prevention, detection, investigation of criminal cases and maintenance of public order. There have been efforts on the part of the Government of India and Government of Uttarakhand to modernize the police organization to meet the emerging challenges of law enforcement in the changing socio-economic and socio-political environment. There is a felt need for academic study of issues related to law enforcement and to bring about structural, procedural, technological and operational changes to improve law enforcement activities.

A decision was taken in the DGsP/ IGsP Conference, 2018 held in a Tekanpur, Gwalior, Madhya Pradesh to set up Police-Academia Interaction Forum (PAIF) to facilitate interaction of final year students of National Law University (NLU) with Police Officers on legal matters including issues related to forensic science for improving the quality of investigation and prosecution of criminal cases. The interaction will also give opportunity to the students and the members of faculty to study issues related to law enforcement, police administration, prosecution and other issues of academic interest. Ministry of Home Affairs, Govt. of India, New Delhi has issued an advisory to States/UTs for setting up of Police-Academia Interaction Forum (PAIF) as per the decision taken in the DGsP/ IGsP Conference, 2018. The DG & IG of Police, Gujarat has decided to set up Police-Academia Interaction Forum (PAIF) with the participation of Gujarat National Law University (GNLU),Gandhinagar; Gujarat Forensic Sciences University (GFSU), Gandhinagar and Raksha Shakti University (RSU), Ahmedabad.

OBJECTIVE:

The following are the objectives of Police-Academia Interaction Forum (PAIF):(I) to bring various verticals of Police Department and member Universities on a common platform and to engage them on issues related to law, forensic sciences, police sciences, investigation, prosecution, community policing etc.(ii) to provide opportunity for students of the member Universities to work with various verticals of Police Department to assist & encourage the use of modern forensic sciences tools in investigation, collection of evidences admissible in law, presentation of evidences during prosecution, scrutiny of judgments for the identification of key issues for plugging the gaps in investigation & prosecution(iii) to provide opportunity for faculty of the member Universities to work with various verticals of Police Department to carry out research on issues related to law, forensic sciences, police sciences, investigation, prosecution, community policing etc.(iv) to identify best practices, methodologies, technological tools, management practices and to re-engineering of processes to improve the quality of law enforcement activities(v) to study new legislations, latest amendments to laws, case laws/landmark judgments of Constitutional Courts and to work out standard operating procedures (SOPs) to improve the quality of investigation(vi) to serve as a forum for academicians and practicing police officers to pursue studies &activities of mutual interest for the benefit of their parent organizations.
